This feature would be great... so long as, right under your current name, we see your past names in the character history.

 I too considered naming my character Yodelheim Semolina but it didn't seem to fit.

Name changing would mess up the bounty hunting system, which is why it has not implemented. Don't pick silly names then.
Why should it mess up the bounty hunting system? Concord still knows who you are, even if you changed your name.
Your character ID wouldn't change.
The real downside is all the names you've had and all the names you choose get taken from the pool in perpetuity.

Names are reusable from the account that first used them. But other than that, yes, you could do that. Most players don't, and I thought I remember reading somewhere that CCP frown on that sort of thing to the point that if you do it excessively it can earn you some time away from the game.
